For starters (and maybe this will be enough), how about adding thin
vertical lines (1 or 2 pixels wide) halfway between each pair of links. I
mean, to look like a button, doesn't it pretty much have to have borders
on all sides (a mostly-rhetorical question). As a detail, why not make the
orange hover area fill the whole "button," deleting the narrow blue spaces
between.
Maybe others would go farther and add background images.
