How can you say this is off-topic?  It IS THE TOPIC.  Is this list not 
about designing with CSS?

The issues concerning CSS as a design model/method are the heart of 
practical real world uses.  There isn't anyone I can speak to in person 
about these issues, this list is the only communication I have on the 
subject.  If no one cares to discuss the issues I bring up that's fine, 
but I don't see how it is considered off-topic.
