[XHTML Strict] why is "target" not allowed?

Like much of the legacies of the browser wars, its out of scope for
(X)HTML (i.e. it doesn't describe the semantics of the document or
relationships to other documents).

Not using frames or opening new windows is a good choice. Using
transitional is a bad choice. Using JavaScript is a terrible choice.
