Lisa,
I think the menu you've put together will be easy to implement in CSS,
presentationally. Because Internet Explorer doesn't recognize :hover on
any element by <a>, you may need to use just a smidgeon of javascript to
force IE to behave properly.

I'll write to you off-list to suggest ways to use javascript sparingly
merely to provide the necessary boost to IE.
