You can set the li padding and margins to achieve the effect you are after.
Rather than nested ul's, have you considered just settting up classes for the indented number of px?
The following uses * { margin: 0; padding: 0; } to set everything to zero, then the top padding is
set for line spacing and left padding for the indent.
