You problem is that you have the same or similar widths declared in
places where it is impossible for your document to render... and so
browsers are left to make their best guesses....
try this:
Body,html - rename to body.
#content - remove width.
#nav - cahnge width 100%; add border-style: solid none;/* this applies
the border to top and bottom only.*/
#menu - remove margin
#content - remove width
