Try this:
ul.nav li {
 font-weight: bold;
 background: rgb(25,25,112);
 padding: 0.25em;
 margin-top: 0.2em;
 margin-bottom: 0.2em;
 margin-left: 0.5em;
 width: 8em;
 border-right: 1em solid black
} 
ul.nav a:link, ul.nav a:visited {
 color: rgb(220,220,220);
 text-decoration: none; 
 display: block;
 padding: 0.25em;
}
ul.nav a:hover {
 background: rgb(178,34,34);
 padding: 0.25em;
}

The blue showing on hover is the margin in the ul...
