Separate color for text-decoration: underline?

Hi All,

Is there a way to set the color of text-decoration separately from the
color of the text being decorated?

I'm working from a design brief in which links are underlined in a color
that's not the text color. I'd hoped that text-decoration would take a
color in the same way that borders do, e.g. border-top:1px solid #ccc;.
That seems to have been optimistic.

The W3C spec has this to say:

"The color(s) required for the text decoration should be derived from
the 'color' property value. 

"This property is not inherited, but descendant boxes of a block box
should be formatted with the same decoration (e.g., they should all be
underlined). The color of decorations should remain the same even if
descendant elements have different 'color' values."

Does this mean that if I define my top-level link style in color with
underlines, and then define a lower-level link style in "text" color, I
should still inherit the colored underlines? That doesn't seem likely,
but I'm not sure how else to read it.
