Fixed header and menu very slow.

Moz has always had problems with the performance of fixed positioning.
You see it best when using fixed positioning in combination with
settings other than 'visible' for overflow or with transparent or
alpha channel backgrounds, or when using fixed positioning for
backgrounds, but it can be seen in most cases when using fixed
positioning even without those. The problem only occurs when you have
one fixed and one scrolling document part at one and the same place,
so a possible solution is to separate the scrollable area into a
specific fixed area which doesn't underlap or overlap any other fixed
area.
