Unscrollable content

Been working on a layout based on Stu Nicholls' "frames" work 
[http://www.stunicholls.myby.co.uk/layouts/frame.html]; learning much 
in the process. Just when I though I had most of the IE bugs worked 
out, I'm hitting what appears to be the IE/Win Unscrollable content bug 
-- In IE6, the scrollbar is dramatically shortened; overflow copy in 
the div "text" can only be be accessed by using the down-arrow key.

It's all pretty much as described in 
http://www.positioniseverything.net/explorer/unscrollable.html -- but 
how to apply the fix is perplexing me. Any advice produces gratitude.
