Eddie,
for the text appearing in a box upon hovering an element, you may
simply specify title="some text" on the element, like in:
<a href="#" title="Description of the word">A Word</a>
Most recent browsers will pop up a box containing the title text when
the cursor is placed on the element.
If you want it fancier and more powerful, you may want to take a look
at overLIB:
