No, don't. Link to something useful (like whatever you would put in
the popup) and put the JavaScript in the onclick handler.

Better yet, don't open popups, they tend to be rather irritating
(assuming you are trying to open a full size image in a popup, try
keeping it in the same window and providing a caption along with next
and previous links).
