It's to do with the version of Mozilla/Gecko in use rather than what
browser UI it's accessed from. Netscape 7 (at least before 7.2) was
based on a much older Gecko build than the Firefoxen floating around
these days.
Gecko used to have real trouble with floating or positioning <label>s.
It seems to be fixed now, but if you want to be nice to users of old
Mozillae wrapping is indeed the easy workaround.
