Content Organization vs. Positioning

I am trying to setup a site layout that puts the content first in the markup and
then the rest of the stuff including navigation after.  The site layout and
structure I have are as follows:

-------------------------
|        Banner         |
-------------------------
|        Header         |
-------------------------
|   Horiz. Navigation   |
-------------------------
| Sub. |    Content     |
| Nav. |                |
-------------------------
|        Footer         |
-------------------------

.... and the XTML markup would look like ...

- content
- header
- footer
- horizontal navigation
- sub navigation
- banner

Now the question.  I have seen several examples of setting up a layout like
this, but I have not found one that factors in a horizontal navigation bar in
between the content and header.  The problem I am running into is that when the
text size is increased, the navigation will either appear over or below the
content and not push the content panel down the page.  Without knowing the
height of the navigation bar, how do you position the content panel?  Anybody
know of any sites that do this?
