Controlling z-index through links?

I¹ve got three divs, each perfectly stacked on top of each other. One says
ŒSign up for newsletter¹, the next div actually contains the form elements
to sign up, and the third has a ŒThank you!¹ in it.

I¹m pretty sure there is a way using CSS to say ŒWhen ³Signup² link is
clicked, make the ³Form² div on top, and when the submit button is clicked,
make ³Thank you² on top'... but I¹m not sure and I¹m having trouble finding
info in the archives.

If this is only done through DHTML, then I apologize in advance for the
off-topic (although I would really appreciate a point in the right direction
on where I can learn in 3 hours or less :P )
