CSS Design Process?

I guess answering this kind of question is out of the scope of this
mailing list. You're talking software engineering here and it is hard
to emphasize all crucial matters in the nutshell. First of all, I
would draw the diagram of page dependencies and how they interact with
each other. Basing on this you can extract categories of pages and
apply a proper stylesheet for each of categories. I guess that, one, a
spliting CSS file into more that one and, two, a scheme of provising
names for divisions and classes are unavoidable. Take your time and
make a good, comprehensive and coherent analysis. This is tedious but
in longer run it pays.
