CSS within Server Side Includes

Hi,

I have a server side include that is used by 300+ sites on all pages - (our
main site footer) and many of these sites do not use CSS, much less the
ones we have developed for them.

Instead of doing inline CSS within the server side include, I was wondering
if there was a way to link to an external CSS file within the SSI?
