Don't use frames?  You could use Iframes with CSS styling, but even that isn't 
a great solution - there's probably a better way to do what you want without 
using any kind of frames at all.

Or, turn the frameborders off completely (I seem to remember you can do that 
with frames, but I haven't touched a frames site since about 1999) and 
perhaps put the border down the side of one of the contents frames to give 
the same impression you are looking for?

Frames are a Bad Thing.  (I wonder if that's CSS-D holy war territory?  Hope 
not!)
