Well, actually, there is one other choice... javascript. I use DreamWeaver
and I've had very good results cross browser with the PVII snap layers and
their new extension "layout designer" ... one of those will do what you want
if you're not worried about people surfing with js off...
Just another option since CSS can't do it... yet... :)
