[css-d] Newbie Question

Hello, All,
I am a newbie to CSS and just started using it a week or so ago.  I was
wondering...

Is it possible to use CSS to set the target of a hyperlink?

If so, what would the proper syntax be?  I've been searching google for
references to this so far with no luck so I am figuring the answer is no.
But I didn't think it would hurt to ask.
