Personally, I wouldn't force a user to maximize their window in order
to use your content. One thing I try to achieve in my own designs is
for a user to always be able to use my site, even if it doesn't look
perfect. Some people will never maximize, even if you think it is
obvious that they should. In this case, if they don't, they won't be
able to read your navigation. That's a deal-breaker in my book.
