Not just Safari that have problems with that footer.
Opera 7.5 position it exactly 200px below the top, and so do Firefox after a scroll of the page.
Guess the same is happening in Safari, although I can't test that.
Solution: take out height in #contents, as it is now set to 200px. The only browser that will
display the footer at the right place with a "height: 200px" is IE-win, because it doesn't respect
dimensions that are too small. What you want is achieved with "height: auto", which is the same as
"no height set".
The page and CSS looks alright apart from the above...
