In a design like yours where the height of the navbar is affected by
the height of its container, yes - there is no text-only workaround.

The text has to break to a new line to be accessible as the user
resizes it. You can make it a bit more readable if you set the
horizontal offset between links in ems so that the space between links
will incorease proportionally as text is resized. Another option would
be to use the little background image trick that Zeldman uses on his
blog:
