It isn't. But it's important for graphic designers to realize that 'look
more-or-less the same cross-browser' shouldn't be the priority when building
a web site. It's important, sure, but making the site usable, functional,
and accessible cross browser should be the main priority.
If the site is so graphic intensive and requires pixel-perfect layouts, then
the old standby of sliced photoshop files and layout tables is probably the
solution.
As for hacks, IMHO, you gotta do what you gotta do in the real world.
