Windows IE 5 tabbing bug

Has anyone come across this bug before, I've made an accessible 
template for a project that I'm working on, so for keyboard users I've 
used the a:focus property so tabbing becomes much easier and clearer, 
but ie in windows doesn't support this so I added the a:active to as 
well.  Now this works fine in all browsers including ie 6, but in ie 5, 
when I tab then entire page moves down, i.e. a magical white space 
appears above the header of the page...

I've tried googling it but I haven't come across any answers, I don't 
really want to use the windows IE 5 hack if at all possible... Has 
anyone got any ideas about a solution?
