Styling line breaks

What is it developed in? If it's PHP (which a good majority of them are) 
it shouldn't be that hard to modify the code; that, of course if it's 
open source. Usually a quick search for the opposing tag will lead you 
in the right direction, I mean everything a CMS ouotput's has to be 
within an "echo" statement (or equivelent).

Secondly, if it's a bunch of collected information, and not a sentence, 
it would be ideal for it to be in a <ul>.

As for the <br /> tags, I have no idea--sorry.
