I suspect the data you wish to remove from printouts is not controllable
by print stylesheets. For instance, you can't control printers or change
web browser settings using CSS, so adding and removing header/footer data
isn't possible. The stuff you're looking for is probably embedded within a
printer preference setting and hence would need to be configured on each
browser that prints the web page.
If the author of the web page has this information within the (X)HTML
code of the page itself, CSS can get to it.
