Fixed height expanding larger when needed in Moz/NS

Hi all,

I have a page:

http://66.155.251.18/mlinc/htmlsite/b2b/

that has a fixed height to allow for the bg image to show as well as 
desired appearance. If the content needs to be deeper than this 
specified height, I need the bg color and the div containing the round 
corners to move down. IE 5-6 PC work. NS7.1, Safari and probably Moz 
don't do this. IE Mac does it, but doesn't continue the bg color. How 
come? How do I get this to work everywhere?
