Making a background image a link?

Actually, the term "background image" should answer that for you. It is 
in the background behind the content and is therefore not clickable.

The only thing you can do is cover it with a blank image and link 
that.Give it a fitting dimension and position it with CSS, and voila - 
you can even add alternative text, which is a very good idea.
