What is this supposed to do?

I've used overflow:hidden to suppress the IE vertical scroll bar when
it's not needed. But this usage forces the vertical scrollbar to
appear in Netscape 6--IOW, it just transfers the problem from IE to
Netscape. But in any case, <body width="100%"> has no effect one way
or another on the scrollbar, either when used separately, or in
conjunction with overflow:auto.

So, is there a way to get rid of the damned vertical scrollbar in all
browsers--unless it's needed of course?
