Not really.  If display:table-cell was better-supported, I'm sure a method
could be worked up to handle this, but sadly it isn't (in IE specifically).

Don't let this problem sour you on CSS; use what works for you for now.
Links in a table isn't as semantic as links in a list, but both can be
accessible and styled with CSS to keep the markup clean.

Maybe a URL showing your problem would encourage someone to come up with a
solution or a workable compromise.
