Container doesn't 'contain' table

I'm curious to learn if there's a 'work around' for a problem I'm 
having.

Due to working within constraints of a content management tool, I must 
incorporate 'tables' within a css layout. The problem I'm having is my 
css page container is not 'stretching' to enclose the contents of the 
table.

See the following very simple example:

The blue border is the page 'container' - I want it to completely 
enclose the table - which it doesn't EXCEPT for WinIE.

Also, I've set Column 1 to have a width of 50% but it's only the width 
of the text (in all browsers I've tested).

Any tips/techniques will be much appreciated!
