You are correct, IE is not following the spec. IE will erroneously
expand the float to accommodate the contents. The behavior you are
trying to achieve can be done only with this erroneous function. One
technique you might try is described in Eric's "Containing Floats
article." See the part of the article with the heading "Set a Float to
Fix a Float." In essence, float both the banner and the H2 with widths
that will force one to drop.
