FireFox / IE Padding

I am utilizing the following CSS selector:

#user_center {
     position: absolute;
     left: 527px;
     top: 131px;
     border: 1px solid #000;
     margin: 0px;
     padding: 0px;
     }

I am getting the following results.

Any ideas?
