Border and shifting issues

2) Why things are shifting with some menus and not others, in some
browsers but not others:  it's the scroll bar.

I puzzled over this at one of my own sites. I noticed it with Mozilla.
Any time there's a small amount of content and a scroll bar isn't
needed, Mozilla removes it and there's that much more horizontal space.
IE, though, keeps the *space* for the scrollbar, so there's no
shifting.

Yeah, ouch. I actually prefer IE's approach. Of course, the canonical
reply would be: this is what you get when you design fixed-width sites.
If the design were fluid, this browser behavior would not be so
obvious.
