I've moved the IE-only stuff to a behavior, resulting in pretty sensible 
CSS. The behavior could also be only applied inside a conditional 
comment to yield validating css. See a demo / problem page here:

(alert alert: for debugging purposes, an alert box is thrown up each 
time the behavior's fixBgPng function is invoked.. so if you hit this 
page with win IE5+ you'll get 8 alerts)

lots of other problems though before this is a working solution (for me 
at least).
