I'm confused because I've used the same base information for html, body, and
anchor in another site and it is displayed just fine. The difference between
the other site and this one is that I'm using two floating divs within
#anchor (one for navigation, one for portraits).

Seems to me that the problem comes from the use of those two floating divs

I suggest adding a <br class="myclass"/> tag just before closing the #anchor
<div> (and a CSS rule like "br.myclass
{clear:both;}").
That solves the bkg problem in mozilla (tested WIN 2000 / Moz 1.4) but there
is a gap left in IE 6.0 (light blue goes underneath the dark blue bottom
navbar) >>> maybe someone here can help u with that one ...
