That is indeed the crux of the centering problem. CSS1 doesn't have a
solution. In CSS2, you could use
  UL {display: table;}
The traditional rendering of TABLE, that is imposed by this rule, is
the only way to get a 'shrink-wrapped' box for CSS to center.

Of course, browser support is limited.
