I think it really depends on the design and the situation.
I've always liked the *concept* of liquid designs, however I find the
long lines of text that can result, causes problem on resolutions of
1024x768 up. As such I've started moving more towards fixed width
designs. As a designer I also like the control that fixed width design
give you.
I like the concept of "elastic design" as it's a good compromise
between fixed and liquid. In fact at the moment I'd doing a design
where large parts are "elastic" by using methods such as "sliding
doors" to make graphical elements like tabs and boxes expand. However
because of the nature and platform differences of an em, I don't think
"elastic" layouts are possible for every situation. I can think of a
number of sites – like the message site – where using em's for layout
would have been a real pain.
