The flickering is caused by IE constantly checking to see if there is a
newer version of the image on the server, for some reason it thinks
there is and downloads it all over again. I would bet that web
developers are the only ones who will have bothered to mess with that
setting so those are the only ones you have to worry about. And
hopefully you don't have to worry about them, because (forgive the
opinionated statement) they will have enough sense to be doing their
surfing with a superior browser and only really have IE around for testing.
