I guess that the reason of the different rendering is the border applied to
the inline <a> element containing your img. If you move the border directly
to the <img> element you get your desired effect, consistently across most
browsers, look at this example:

I'm absolutely not an expert, but reading
http://www.meyerweb.com/eric/css/inline-format.html seems that the way Op7
and Moz applies the border to the inline box is the correct one, IE is
wrong.
