cross browser problems using float

I'm new to CSS!  I check my web pages on IE6 and Netscape 7.0.  I'm trying to figure out the use of
float for page layout.  Check out http://www.beckyellis.net/randypage.html.  Depending on screen
resolution, in IE6, there is white space below the links - how do I extend it to full page (I tried
to use <body background="color" but that doesn't work)?  If you look at this page in Netscape, the
layout is all over the place.  How do I correct these problems, and can anyone explain floating?  I
would like to have the same color on the entire background of each of the divisions.  This is my
first posting to any list, so tell me if I did this one wrong...
