We simply don't know, Felix. 

I think we can probably find some agreement on a few things:

1) Default font sizes in browsers tend to be on the 'large' size for a lot
of people.
2) A lot of people don't know how/care to set the defaults to their own
preferences.

So, it seems to be one of those damned if you do/damned if you don't
situations. Either you set the default size to < 1em/100% and make the text,
by default, 'good' for any user that user that hasn't set the defaults to
their liking, or you use = 1em/100% and make it 'good' for any user that has
set the defaults to their liking.

Now, all that said, I would probably argue that erring on the side of 'too
big' is the preferred side of the fence to fall on. However, I've had
clients that vehemently disagree. Clients are people too, so I need to
assume there are regular joes out there who can't understand why the site I
designed has gigantic cartoon type.

The bottom line is that one needs to understand both sides of this argument,
even though one side vs. the other isn't necessarily *the* right side.

The biggest problem is the lack of any sensible type control at the OS
and/or browser level in terms of making it an obvious, accessible feature
for a user to access.
