I try to follow it. Matthew 7:12 in my site design.
I chose to set the % in the body and ems instead of pixels and points so
that a user could change the size of the font in the browser. I chose 76%
based on the recommendation in the CSS-D Wiki and Owen Brigg's study.

With the links there are other visual indicators to tell the user that the
non-underlined text are links. For example the navigation on the "Washed
Out" theme has a tabs paradigm and the "Sandy Creek" one has big buttons.
The lists of links in the side column navigation are not underlined either,
because it seemed too busy to have long lists of links all underlined. All
the rest of the links in the site do have the underline.
