My read of the Wiki is that this was an example used for illustrative 
purposes, not an actual recommendation.  At Macintosh defaults, a 
size of 76% is almost completely unreadable at a screen resolution of 
1024x769 or higher.  Therefore, I strongly doubt that the author of 
that piece considered it any more than an example.

I don't know what "study" this was, and the limited conclusion may 
well be correct that 76% renders relatively the same across browsers. 
However, consider that rendering the same may be considerably less 
important than rendering readably.

Each designer needs to choose for themselves whether or not they wish 
to design with an eye toward browser defaults, and if so, whether or 
not to account for cross-platform differences.   However, designers 
looking for help on this list should know that help will be more 
readily available (from me at least) if text sizes are friendly.  I 
was considering taking a closer look at this site, but simply backed 
out when I saw the text size.  It isn't worth my time to fiddle with 
a site that presents me with unreadable text.  I just make the 
assumption that the designer hasn't done their homework and can't be 
helped.

But maybe that's just me.
