text appearance delayed

Good evening all - I have been no-mail for quite a while and have finally
put my site together in full CSS (except for one page that is logically a
table).  As I am still very much a beginner at HTML and CSS you can imagine
the process.  I have my pages in a temporary live spot for troubleshooting
and seem to have one strange thing happening - interestingly enough, it's IE
that doesn't want to play fair.  NN handles it just fine.
If someone would have time to check out these pages I would appreciate it.
They are all built on the same model so solving one page will no doubt solve
them all.  BTW, all the links are functioning and the specs page has a lot
of blah, blah's instead of text for the moment.

The problem is that when the page first loads, the bold subheadings above
the data sections doesn't appear.  BUT, if I scroll down and then back up,
it's there.  I've validated my CSS.  Admittedly, my CSS is a little heavy
because of my amateur status but it did validate and seems to work so, for
now, that's okay with me.  I just can't figure out why these headings are
delayed.
