Speaking only for myself and not for Mr. Elbourne, this has been a 
recommendation of the css-discuss wiki up until Nov. 12 [1]. I know this 
because I've used this recommendation in the same way. There was a 
write-up that did a study [3] to show that text sizes were relatively the 
same across the board (ie, other modern desktop browsers) if you used 76% 
for the body, and em's for all other, child font-sizes.

Apparently 101% is the new 'standard' in the wiki, but this does not 
change the fact that you can increase/decrease the font-size within IE to 
your pleasing on Mr. Elbourne's web site due to his use of percentages and 
em's.
