First, the much too common one, that regardless how huge or how tiny the
user's default is, regardless what size his monitor, regardless what
resolution he's using, regardless what his needs are, you're saying he
set it too big and actively overriding it.

Second, the smaller sizes at average and below defaults produces narrow
or absent steps between the sizes, depending on the sizes chosen and the
default, or even sub-legible sizes in IE. See the tables at:
