It seems to be two things -
1. IE and Safari handle font sizing differently than Mozilla and Opera,
because I didn't see any problems in the latter two two browsers.
2. To get around this, you probably should use x-small instead of smaller.
smaller and larger indicate the relationship between the font-size of the
element and its parent. In other words, this element has a font-size smaller
than its parent. By sticking to small, x-small, medium and so forth, they
should remain consistent relative to each other.
