HEX COLORS: is #fff better than #ffffff ?

Some HEX colors don't seem to have an abbreviation. In two of the books I'm
researching the authors call for "RGB" designations. It would seem this
would give better reliability across platforms and monitors.

Some of the colors being used these days in the "trendy" style sheets and
templates for blogs, I'm wondering if they realize that monitor variation
can destroy important text.

I'm trying to avoid that -- while still using neutral colors
which support both black and white text.

Hi Fred;
I don't know if i can correctly answer these questions in the present tense,
not having the correct technological expertese. However, i might offer an
opinion.
In regards to #1, i would have to visually compare the colour on the monitor
to the printed PMS reference. Optimally speaking, the Numeric RGB value
system should be able to pinpoint the identical transitional colour,
leaving out the incidents where monitors have trouble rendering colour.
These would be called "Trouble Spots". "Will using the RGB style tag render
these colors more faithfully across platforms and monitors?" I would not
know. It depends on how much propriety stuff is going on, because of lack of
communication. I do not know how Monitor Development Agencies are
co-inciding [co-operating, communicating] with one another. To answer
correctly, probably, isolate International Presense of Monitor Development
Corporations by Market Share, and determine Total # of Monitors Sold during
Agencies Existence [timeframes] This will determine the relevent monitors to
be concerned with, from that, the RGB interpretation of identical colours
[Use Default monitor Settings], etc. Best answer i can come up with for a
stupid question. Sorry.
#2] This is probably a concern involved with "Passive Resistence", meaning
Users are not computer Literate enough to change Default Settings.
